Balance update: Flamethrower burn, Electra discharges, stronger Reaper lifesteal. Tank64

The Flamethrower now applies a burn effect: targets keep taking damage after leaving the flames. Electra's projectile strikes enemies it passes with an electric discharge. Reaper's lifesteal is significantly stronger. Split has been buffed and other weapons adjusted. The update is live for all players. Balance may be refined based on testing.
